Board of Directors Meeting Minutes
30 April 2019
6:30 PM

Call to Order (Meeting started at 6:29pm)

Approval of minutes of last Board meeting and  Annual meeting
  1. Meeting minutes adopted.

Financial Report
  1. John Dyess presented financial reports. Reviewed. No questions.

Landscaping Report 
  1. Sunrise now comes out every Tuesday. Irrigation system has been activated and is ready for when we need it. 
  2. Board action on property that needs work, lawn and bushes. Especially lawn condition of rental properties (nothing but weeds)
  1. Need for enforcement of covenants discussed.
  2. (ACTION ITEM) Need to put out a general announcement / reminder on condition of lawns. Post to Facebook, include in newsletter, and email? Now that Spring is here, nature is growing quickly. Per covenants (Article IV, Section 19), all lots, shall be maintained in a neat and attractive condition by their respective Owners or Occupants. Include in announcement a reminder about being extra cautious when driving through the neighborhood because more kids will be out playing now with the warmer weather and school will soon be out for the summer. Also, parents need to remind their kids to be extra cautious when biking/boarding/blading/playing in the streets or alleys and give right-of-way to vehicles.
  3. Kathy asked how many homes in ML are rentals. Currently there are 4 homes along Lewisburg and one on Meadowglade that are rentals. We may discuss the desired number of rentals at a later board meeting.
  4. (ACTION ITEM) All board members are asked to walk the neighborhood, taking note of homes that need attention (marking the address and the work/attention needed). Board will discuss findings and any necessary next steps.
  1. Buffer Zone between MLHOA & Moore Elementary School. Ed met with the City of Franklin planner. It was determined that the HOA/Board can determine how they would like to maintain the buffer zones. 
  2. Front entrance. Board discussed landscaping proposal from Sunrise for front entrance. It was determined that we would not rip out and re-do the entire front sides landscaping. Instead, we would replace the missing junipers and complete the proposed plan for the front center island. 
MOTION: Complete landscaping proposal as discussed with the total project cost not to exceed $2,500. (Motion made by Chad Schapmire, Second by Jeri Garland, All approved.)
  1. Ed Liebler requested a landscaping supplies budget of $200 for miscellaneous items.

Architectural Report
  1. Nothing new to report

Social Committee Report
  1. Kathy Caudill presented the social committee’s plan for the year. All activities will be done within budget. Highlights are as follows:
  1. Annual easter egg hunt (already happened for this year)
  2. Summer movie schedule released. Movies and social hour every month from May - October.
  3. Summer Luau (June 23). Summer BBQ with luau theme, games, music, limbo, and possible sno-cone machine.
  4. Annual Halloween House decorating contest (October). Winners/prizes announced at the chili cook-off.
  5. Annual Chili Cook-Off (October)
  6. Progressive Socials. Kelsey Searles is heading up planning two different socials. One is family friendly (snacks/desserts/etc), the other would be 21 and up only (wine tasting/adult beverages). Looking to tag a few of the older kids in the neighborhood to provide baby sitting services for the event (at parent’s expense).

New Business
  1. Appointment of committee members. 

  • Landscape: Ed Liebler appointed (Need to start a shadow program to make hand-off to the next person easier)
  • Architectural: Terry Dunham appointed (Need to start a shadow program to make hand-off to the next person easier)
  • Social: Kathy Caudill appointed. Other committee members include Cherie Grammer, Suzanne Lake, and Kelsey Searles. 
  1. On street parking regulation. HOA covenants overrides city requirements/regulations.
  2. Landscaping around pergola discussed. Will look at removing dead/tired azaleas. Will maintain wisteria on pergola to avoid damaging structure. May look at other options if it becomes too big/heavy.
  3. A storage unit has been leased at Stor-Place on Murfreesboro Rd. for the use of the social committee supplies and HOA/Board records. John Dyess, Jeri Garland, and Kathy Caudill all have access keys. 
  4. Annual Key Event checklist handout reviewed. Need to make sure all of the items listed are completed as needed.

MHLOA Board Meeting Minutes - September 20, 2018



MHLOA Meeting Minutes
September 20, 2018 6:30pm

Attendees: John Dyess, Jeri Garland, Rob Allen, Ed Liebler, Terry Dunham, Greg Policastro, Jerry Trescott

1. Call to Order – Rob Allen

2. Rob Allen submitted his resignation as MHLOA President.
    John Dyess was nominated for back fill Rob Allen. Motioned approved.
    Rob Allen will remain on board as an Ad Hoc member.

3. Review of June 7, 2018 meeting:
    No question or objections were raised.

4. Quarterly Newsletter:
    Board reviewed proposed newsletter and approved content.
    Motion raised: “Opt-in” presented for any board member who wanted their personal contact
    information added to the newsletter.
    Motion approved: John Dyess asked for his information to be included.

5. Treasurer’s Report:
    Reviewed and no questions were raised.
    Budget (2018) and budget needs for 2019 were discussed.
    John asked for any budget requests to be presented at the HOA meeting in November.

6. Committee Reports:
    Landscaping: Motion made for HOA to pay for the stump removal at 207 Meadowglade.
    Motioned approved.

    No report from the Architecture and Social Committee; however, upcoming events were
    discussed.

MLHOA Association Annual Meeting
3.9.17

The annual meeting of the MLHOA was called to order by President Rob Allen at 6:35 PM March 9, 2017.  Twenty-eight (28) members were present, twenty-one (21) in person and nine (7) by proxy.

Treasurer Jeff Long presented the Financial Report, indicating that 100% of dues had been collected.  The annual budget was on target for the year. Jeff reviewed the history from inception of neighborhood at $35 which remained in effect until 2013, then was reduced to $29, and was raised again in 2017 to $32 to lessen the annual shortfall until a $30,000 savings reserve is reached. 

Rob Allen presented the President’s Report, reminding neighbors that as the weather warms up, to slow down and be cautious as children will be out playing. Rob encouraged member participation on the Social Committee and Board membership opportunities.  The opportunity presented by the trees planted along Meadowcrest Circle was reviewed. The roots of these trees are damaging the sidewalks. This has been discussed with the city since the sidewalks are public property, and the city has agreed to help with tree pruning of the tops of the trees, upon request. Homeowners are responsible for pruning around the bottom of the trees. Rob reminded neighbors about being respectful and parking in driveways as much as possible, leaving street side parking spaces for visitors. Neighbors were also reminded to use the dog waste stations.

Ed Liebler presented the landscape report.  He explained all that the Landscape responsibilities encompass including the sprinkler systems, maintenance of the common areas on Spring Cabin, Meadowglade, and the flood plains. He explained that the reason Cherry trees along Lewisburg Pike may appear to be dead is due to a shot hole fungus, which causes the leaves to fall prematurely in the fall but does not harm the tree. A two (2) year contract with Sunrise was signed in 2016.  A new vendor for the flood plain was needed, which was a challenging task due to the insurance the HOA requires.  The new provider, M&M, cuts the field 3 times/year for hay, providing the HOA with annual expenditure savings. The savings accrued through 2016 were used for the bridge over the culvert that connects the two flood plains. The board is looking at options to prevent erosion on the areas surrounding the natural spring behind the houses at the East end of Spring Cabin Lane.

Terry Dunham presented the Architectural Committee Report, indicating that it was a very quiet year with less than ten (10) requests during 2016 for primarily fences, porches, door colors, etc.

Rob thanked the members of the Social Committee (Ryan Wilson and Jennifer Quagliano) for their service.  Rob reviewed the social activities of 2016 and provided a summary of some of the proposed activities for 2017. Neighbors are invited to provide suggestions for events, both child friendly and otherwise to engage all neighbors in social events.

The floor was opened for nominations to fill three Board member positions: one (1) 2 year term, and two (2) three year terms.  Rob Allen was nominated for the two year term, Greg Policastro and Marianne Gilbert were nominated for the two open three (3) year term positions.

Ryan Wilson presented special architectural request to connect sides of fence through landscaping easement to fence along back of adjoining neighbor’s yard. Information from discussion with Larry Mizell, ASLA, Land Planner with the City of Franklin was presented.  Terry Dunham & Rob Allen to do further research for discussion @ next meeting.

Moore’s Landing Q4 2016 Newsletter
Neighborhood Parking
As mentioned in our last newsletter, MLHOA’s Covenants and Restrictions specifically address the issue of on-street parking by indicating that cars are not permitted to be parked on-street for periods over 24 hours in any calendar week. The on-street parking spaces are intended for visiting relatives/friends and business vehicles servicing the homeowner. There are seventy-one (71) homes in our neighborhood and fifty-nine (59) on-street parking spaces. Let’s be considerate of our neighbors and make every effort to park personal vehicles in garages and/or driveways whenever possible. Continued violation of this covenant will require resolution by the MLHOA Board.

Pet Clean Up/Control
The MLHOA Board continues to receive complaints from our homeowners concerning pets (dogs AND cats) that are allowed to roam free in the neighborhood and “do their business” wherever convenient. It was pointed out in our previous newsletter that there are two (2) dog waste bag stations strategically located in our neighborhood. Please take advantage of these stations to help keep our neighborhood clean…we all appreciate it!

Political Signs
Section 11 of the MLHOA Covenants indicates that no sign, advertisement, billboard, or advertising structure of any kind shall be erected upon or displayed or otherwise exposed in view on any Lot. While we are in the election season, political signs are NOT permitted.

Sidewalk Tree Replacement
Homeowners interested in replacing the trees between the sidewalk and the street, for any reason, may do so at their own expense; however, submission of an Architectural Review Form is required prior to beginning work.  Homeowners may replace the tree with either the same kind of tree, or a Red Maple. The new tree must be a minimum of two (2) inches in diameter and must be placed in the same location as the tree that was removed.

Clean up, Fix Up, Paint Up
Fall is a good time to prune bushes and clean up landscaping, mulch, trim trees, touch up paint of trim and porches, and re-stain fences.  Let’s keep Moore’s Landing looking beautiful!

FYI-Cherry Trees on Lewisburg Pike
There has been some inquiring about why the Cherry trees along Lewisburg Pike look dead this time of year. We wanted you to know that while they have what is called shot hole fungus, they are fine. The fungus causes the trees to prepare for winter early, but rest assured they will bloom beautifully again in the spring.

o   Recommendation to maintain yards and landscaping to continue to keep the neighborhood attractive to be included in Q4 newsletter.

·       Mow longer path for walking in flood plain – defer until culvert installed, review after to see if 1 full loop could then  be mowed
·       Pet complaints – recommend newsletter remind neighbors of doggie pick up stations, to pick up after pets
