MLHOA Board Meeting - June 22, 2016

June 22, 2016

City Alderman Mike Skinner visited with Board prior to meeting commencement-trees along streets of MLHOA, infrastructure of Franklin with growth discussed.  Mr. Skinner asked us to share information received from City Arborist who is visiting the neighborhood on 6/23/16.

·       All dues paid – current positive balance due to some paying their annual dues.
·       Balance of checking account to be monitored through the year – receivables are less than expenses

Architectural: Terry Dunham
·       115 Spring Cabin Lane – porch rail replaced
·       211 School path – Door color changed

Landscaping: Ed Liebler
·       Water drain inspection completed, signed by Rob Allen, Ed Liebler to submit.
·       Two (2 rotating sprinklers) replaced
·       Sunrise replaced broken sprinkler
·       Maple tree planted on Spring Cabin Lane in median where previous tree was removed.
·       M&M contracted to cut floodplain, agreed to let them bail hay. $145 credit received for this (net cost $575).
o   Board agreed to continue with M&M and allow bailing.
·       West end alley road deteriorating some, Ed to patch.

Social:  
·       Chip Cathey resigned from committee.
·       Movie night and Mexican night planned for summer activities – dates TBD.
·       Korie recommended possibly adding another member to social committee with no children to support movie nights, help with set up and tear down.  Rob to discuss further with Ryan Wilson.

Old Business:
·       Meadowcrest Circle Fence guidelines
o   Proposal petition signed by affected neighbors.
o   Terry to write architectural committee guidelines to be reviewed at next meeting.
·       Tree Replacement: City Arborist, Todd Snackenberg, to visit neighborhood on 6/23 to review issue with trees along streets in ML.
·       Sidewalks – City repaired sidewalks damaged by tree roots, except for Meadowcrest circle
o   Rob to contact City to inquire
·       Flood Plain Culvert  - Discussion about how to proceed resulted in agreement for Ed Liebler to ask M&M for estimate to address.   
·       Children Playing signs – purchased, in use. All agreed they are helpful.

New Business:
·       Parking guidelines – reviewed in quarterly newsletter. 
·       Common areas / Private property – discussion around trespassing in back common area resulted in agreement that existing signs should be replaced, and a new sign posted on sidewalk access to common area.  
o   Proposed ‘Private Property – Residents Only’ for sidewalk access, and ‘Private Property – No Trespassing’ for perimeter signs. - Terry Dunham to secure signs
·       Checking account access
o   John Wright, ML accountant, added to access to checking accoung (Terry Dunham proposed, Rob Allen 2nd)
·       Bank documents signed to provide secretary, and treasurer access to accounts.
·       Board accepted Korie Hynson’s resignation due to pending relocation in early August.
·       Proposed agenda items for next meeting:
o   Yard of the month / quarter award program
o   Mowed path for walking in common area field – more area mowed for walking path

SECOND QTR 2016 NEWSLETTER


ANNUAL MEETING
 The HOA Annual meeting was held on March 10. Korie Hynson was elected to the board for a three year term. Officer elections were held after the meeting and Rob Allen was re-elected President, Jeff Long was elected Treasurer and Jennifer Gregg was re-elected Secretary. Terry Dunham is a returning Board member.

Susie Beck is the coordinator of the Welcome Committee. She asked for additional assistance on the Committee and five (5) members volunteered – Cherie Grammer, Pay Marsh, Allison Trull, Bridget Subock, and Marianne Gilbert. Nancy Baker and Linda Allen are continuing members of the committee.

DRIVE SLOW
 With warmer weather finally arriving the neighborhood, children will be outside playing. They sometimes forget about looking before crossing or playing in the streets. So please drive carefully and VERY SLOWLY and communicate to everyone in your household to drive slowly.

CLEAN UP, FIX UP, PAINT UP
 After a hard winter, it is time to plan maintenance on your property, such as: pruning and mulching your bushes, trimming trees (both over the sidewalk and street), touch up painting of trim and porch railings, re-stain aging fences (if your fence is looking a little gray, it is telling you it is time to re-stain).

Those who constructed a fence last fall, please remember that the approval of the fence included applying a stain or preservative after the wood aged.

YARD SALE
 If you are interested in participating in the 2016 Moore’s Landing Yard Sale, please contact Jennifer Gregg at Jennifer.d.Gregg@gmail.com, or 615-708-6000. Based on interest, a date in mid-May or early June will be selected and Jennifer will coordinate advertising, homeowner permits, and coordination of the goodwill truck. 

If there is minimal interest in a neighborhood sale, Jennifer will arrange for a goodwill truck to come to the neighborhood for ease of donating.

GARDEN

MLHOA Association Annual Meeting Notes – 3.10.16

The annual meeting of the MLHOA was called to order by President Rob Allen at 6:35 PM March 10, 2016 at Moore Elementary School.  Forty-two (42) members were present, thirty (30) in person and twelve (12) by proxy.

President Rob Allen began by thanking Ed Leibler for his 10 years of service to the Board, and mentioning that Ed will be leaving the Board in 2016, but will continue to help with landscaping issues.

Treasurer Ed Leibler presented the Financial Report, indicating that 100% of dues had been collected.  He explained that dues are past due as of the 10th of the month in the quarter in which they are due, and that a $10/per month would be assessed for late fees. The annual budget was mostly on target for the year, with the minor exception of charges incurred for tree/shrub removal.  Ed explained that the budget was intentionally developed with a dues amount that would result in an annual shortfall of approximately $3000, with the intent of reducing our reserve to approximately $30,000. The 2016 budget would require dues of $35/month per resident to achieve a balanced budget.   It is anticipated that dues will be increased next year from $29 to $32 to lessen the annual shortfall until a $30,000 savings reserve is reached.  The budget for 2016 includes $1500 for “Professional” services, which accounts for John Wright’s accounting services (a former homeowner who no longer does this on a volunteer basis).

Rob presented the President’s Report, indicating that sidewalk repair had been completed by the City recently because of tree roots encroachment.  Rob thanked Board members for a successful year, and explained the Board’s general policy of minimal regulation and personal discussion of any contentious issues.  Rob encouraged member participation on the Social Committee and Board membership opportunities.  Rob pointed out the need for homeowners to use the dog waste stations. A homeowner asked about the potential of a neighborhood pool.  Rob explained that this issue had been previously addressed by the Board, and that this would be cost-prohibitive and various state and federal regulations would be nearly impossible to overcome.

Terry Dunham presented the Architectural Committee Report, indicating that fifteen (15) requests had been submitted for the year (primarily fences, porches, door colors, etc.)  He explained the requirement for submission of requests by homeowners for improvements, indicating that anything beyond routine maintenance should be brought to the AC’s attention for potential approval.  A discussion of additional lighting at the front was held, but was generally not considered a priority.  A question was also raised about delivery trucks damaging tree branches.  Terry mentioned that pruning of trees in front of each house was the responsibility of each homeowner, but there was interest in the Board’s identification of a landscape company that might be contracted to help with this issue throughout the neighborhood.  Terry also mentioned the need for homeowners to stain fences that have yet to be stained, and to re-stain those that had been previously stained if necessary.

Rob thanked the members of the Social Committee (Ryan Wilson and Korie Hynson) for their past service.  Ryan gave a summary of activities that the Committee sponsored during the past year, and presented a list of proposed activities for 2016. Rob explained the availability of the neighborhood garden and that Blake and Jennifer Gregg can be contacted for further information and assistance.

  • ·       Trees bordering sidewalks: some are causing issues with sidewalks.

·       Removal and replacement of trees will be at owner’s expense.
·       Homeowner will be required to replace with like tree.  
·       A list of similar / approved trees to be presented at November meeting. 
  • ·       Sidewalk maintenance is at owner’s expense – this information outlined in section 6 of bylaws, and will be included in the next Newsletter as a ‘Did you know’ reminder.
  • ·       Entrance lights – Ed and Terry continue to research and pursue possibilities.
  • ·       Flood plain culvert proposed between fields proposed to allow landscaping company to pass between fields without having to enter thru Moore Elementary property.
